<p> A petiion is being organisided by local people to petition Southwark Council and Network Rail to provide public toilets as part of the work to improve the areas around Peckham Rye station.&#8221;</p>
<p>The petition will be available in shops in Rye Lane and in local cafes and pubs etc for signature.</p>
<p>It can also be downloaded &#8211; see <a href="http://goo.gl/exNmy">http://goo.gl/exNmy</a> &#8211; to collect signatures and returned to the RLTA &#8216;Suggestion Box&#8217;, at Khan&#8217;s Bargain Ltd, 135 Rye Lane, as indicated on the petition.</p>
<p>So if you think you can collect signatures in your neighbourhood or get a petition into your local shops or pubs, do please download and take them round.</p>

<p>The workshop sessions engaged Forum members in discussion about four important questions if Voice and Representation is to be strengthened:</p>
<ul>
<li>Who Do You Need To Influence?</li>
<li>How And Where Can You Influence?</li>
<li>What Messages Do We Want Those People To Hear?</li>
<li>How Do We Organise Ourselves To Ensure This Can Happen?</li>
</ul>
<p>The points made in response are briefly dealt with in the minutes, but a more detailed list was prepared from all of the workshop notes in order to provide the next meeting of the SE15 Consortium Steering Group on 26th March with a more comprehensive document on which to plan its work over the next year. 				<content:encoded><![CDATA[<p>Membership of the SE15 Consortium is open to any organisation and/or active citizen that is working to the benefit of SE15 residents, provided that they are prepared to work proactively with others with a similar focus.</p>
<p>Although the initiative was developed by Peckham Voluntary Sector Forum to build upon and formalise collaborative working in which they were already beginning to engage, it is hoped that in time all who provide services to SE15 residents, address their particular social problems, campaign on their behalf, advocate for them on complex issues, etc. will also join.</p>
<p>If you are interested in joining please complete this initial form &#8230;  <a href="http://www.peckhamforum.org.uk/wp-content/uploads/2013/03/Preliminary-application.pdf">Preliminary application</a> and send it to Ian Redding (address details are on the form).  This seeks basic details about you but, more specifically, asks you to outline</p>
<ul>
<li>what are your reasons for wanting to join the Consortium,</li>
<li>what it will enable you to achieve for SE15 residents that you can&#8217;t now,</li>
<li>and what skills, knowledge and experience you&#8217;ll bring to the Consortium.</li>
</ul>
<p>This is necessary to ensure that your motivation for joining the Consortium will help it to achieve its aims, and will enhance what can be achieved both by you and by the wider Consortium membership to better meet the needs of SE15 residents: if there is doubt about your motivation the Steering Group will decide whether to allow you to join or not.</p>
<p>Assuming there is no such problem to overcome, you will be required to sign a <strong>Memorandum of Understanding</strong> by which you/your organisation agree to collaborate in a number of specified ways, all of which are focused upon gaining the maximum benefit for each and every Consortium Member, and of course for SE15 residents, whilst still protecting the interests and responsibilities of each Consortium Member too.</p>
<p>Alongside that document there will be a further short form to begin to collect some key details about, the areas of activity in which you currently work, plus the areas in which you would want to work in the future. This will help the Consortium to develop the appropriate networks, forums, and communication channels that will be needed; and in time the partnerships to deliver services jointly and/or bid together for grants and contracts.</p>
<p>What follows is a brief guide to the Memorandum of Understanding. You should read this carefully so that you are clear what you are signing up for as an SE15 Consortium Member; if in doubt on any issue please email <strong>Ian Redding</strong> at <a href="mailto:ian@peckhamforum.org.uk">ian@peckhamforum.org.uk</a> in the first instance and he will then be in touch to talk through that issue with you. </p>
<p>&nbsp;</p>
<p><strong>BRIEF GUIDE TO MEMORANDUM OF UNDERSTANDING</strong></p>
<p>This brief guide should help any prospective SE15 Consortium member to quickly understand what they are signing up to and the commitment they are making.</p>
<p><b>Membership</b></p>
<p>Any organisation and/or active citizen working to benefit SE15 residents can join so long as it is evident they are committed to working in collaboration and to enable groups of organisations to</p>
<ul>
<li>tender for contracts to deliver public services;</li>
<li>bid for grants and other funding from various independent sources; and</li>
<li>provide a stronger voice to represent VCS organisations, and their clients.</li>
</ul>
<p>The Steering Group established to drive consortium working, will have the final say if there is any doubt.</p>
<p><b>Working together</b></p>
<p>Members must be committed to share experiences and resources to benefit Consortium working, and to work together to a common set of values; these being openness, honesty, commitment, to work for the benefit of the people of SE15, and sharing a long term vision for sustainable services in SE15.</p>
<p><b>Good partners</b></p>
<p>To succeed, the Consortium needs good working relationships, strong networks and mutual trust; and to:</p>
<ul>
<li>Share plans for activities, research, and development to minimise overlap;</li>
<li>Develop priorities for joint research, and joint activities to maximise service impact;</li>
<li>Develop priorities for joint fundraising activities;</li>
<li>Work together to ensure representation on all working and consultation groups affecting SE15;</li>
<li>Ensure that the SE15 communities are involved in all key strategic meetings or events;</li>
</ul>
<p>Good collaborative working recognises the varying degrees to which Members need or are able to contribute to different issues. Support can be arranged by the Steering Group if capability is an issue.</p>
<p>Consortium members don’t just need to plan and deliver together; they must also monitor and evaluate the work and its impact, to demonstrate the difference they are making in SE15. The Consortium will also work with other non-Member organisations as appropriate where this benefits the people of SE15.</p>
<p><b>Each Member has other responsibilities too </b></p>
<p>The Agreement cannot over-ride the individual organisational and governance responsibilities of each Member; individual Members will continue to be engaged in work and service delivery beyond the Consortium. So, whilst every Member has the responsibility to share information necessary to uphold the Agreement it also must protect the individual work and reputation of each Consortium member. </p>
<p> The Trustee Boards of every Member organisation will receive a Board Report in Common every year about the impact of the Consortium’s work; risks identified; and any issue affecting Member governance.</p>
<p><b>Membership Fees</b></p>
<p>In time it is intended that success in securing contracts/grants, will enable the Consortium to finance the costs of administration of activities without needing to charge Membership Fees. In the early stages of establishing the Consortium, it is not intended to charge a Membership Fee unless it proves unavoidable, in which event Members will contribute an annual amount to be determined by the Steering Group.</p>
<p><b>Indicators of Success</b></p>
<p>The Consortium will mark success in a number of ways, including</p>
<ul>
<li>An increase in joint projects and “good news” stories resulting from collaborating;</li>
<li>Successful joint fund raising;</li>
<li>Increased capability of Members and raised aspirations for the local sector;</li>
<li>Improved influence of SE15 organisations and residents on public policy strategies.</li>
</ul>
<p><b>Steering Group </b></p>
<p>A  Steering Group made up of representatives nominated and/or elected by Consortium Members, determines the key business priorities and activities of the Consortium:</p>
<ul>
<li>Comprises 12 to 15 representatives, requiring at least 5 for any meeting to be quorate<b>; </b></li>
<li>Elections take place every 12 months, usually in December;</li>
<li>Meets bi-monthly usually at the offices of Peckham Voluntary Sector Forum (PVSF);</li>
<li>Can co-opt other persons whose expertise they need including from outside the Consortium;</li>
<li>Will convene specialist meetings focused upon the service areas in which Members are active;</li>
<li>Will develop work plans for better coordinated and more effective service delivery in all areas.    </li>
</ul>
<p><b>Confidentiality</b></p>
<p>Consortium members need to share information with each other, some confidential, in order to help improve their services, but must maintain this confidentiality during <b><span style="text-decoration: underline;">and after</span></b> membership.</p>
<p><b>Operational policies and procedures </b></p>
<p>Policies and procedures will be drawn up and adopted from time to time to support higher quality working practices and consistency of approach across the Consortium membership. These will include Equality &amp; Diversity; Data Protection; Safeguarding; and Health &amp; Safety. A Code of Conduct has already been agreed to help ensure that relationships are as productive as possible. It covers declarations of interest; confidentiality; behaviour; and exclusion of Members breaching the Code until they agree to abide by it.</p>
<p><b>Members delivering services together </b></p>
<p>When Consortium Members develop joint bids for funding and/or joint approaches to delivering services, the standard form Agreement attached as Schedule D to the Memorandum must be used. This can be adapted by those Members to meet the requirements of the specific circumstances, The Agreement is very similar in detail to this Memorandum of Understanding, but most importantly becomes a binding contract between the signatories to the Agreement, define the delivery requirements for each Member party to it.</p>
<p> Instead of a Steering Group you have a Management Group, made up of a senior representative of every member organisation; and working in a similar way except for rotation of the venue for meetings, who Chairs them (with each lead person chairing two consecutive meetings), and who’s administrative staff will take notes. Also the Board Report in Common would need to be produced at least six-monthly. <b></b></p>
<p><b>Marketing and Communications</b></p>
<p>A Communications Strategy and Marketing Plan will be agreed by the Consortium annually stating how the Consortium will promote itself, how specific services will be marketed and how it will more widely communicate both within, and externally from, the Consortium membership.  This will include how the Consortium logo, as well as those of Member organisations, is to be used.</p>
<p><b>Intellectual Property Rights</b></p>
<p>This clause applies where the exchange and development of technical information involves intellectual property rights (IPR). It provides a framework of key points that protect the IPR of individual Members, but works on the basis that specific IPR developed under the Consortium will be jointly owned and that “going to market” will require the consent of both parties. </p>
<p> In many cases, more detailed licence agreements may be appropriate to cover the IPR arrangements, particularly where a Member’s own IPR is made available for use by another member in the Consortium.</p>
<p><b>Resolving disputes </b></p>
<p>Matters of disagreement or dispute must be raised with the Steering Group, who will seek to resolve them. If this proves impossible, PVSF will provide appropriate advice and guidance. </p>
<p><b>Period for which the Memorandum of Understanding applies</b></p>
<p>The Agreement takes effect from the date it is signed and delivered to PVSF Forum, and continues until the Member organisation decides to withdraw from the Consortium, or the Steering Group decides to dissolve the Consortium.</p>
<p>A Member must give 3 month’s notice to the Steering Group of intent to withdraw; the Consortium will continue despite any Member leaving it.</p>
